Dan Elias specializes in project finance, mergers and acquisitions of regulated and non-regulated entities, strategic alliances and public/private partnerships. His specific areas of expertise include counseling clients on strategic alliance opportunities, including teaming arrangements and joint ventures and on a variety of municipal and industrial infrastructure projects including Operation & Maintenance, Design/Build, Design/Build Operate, Design/Build Finance Operate Agreements for municipal and industrial water, wastewater, solid waste and energy from waste facilities.
During the past three decades, Dan successfully negotiated hundreds of performance based project agreements varying in size, structure, scope and complexity and his unique accomplishments include the first long-term concession agreement ever executed in the United States for the operation of a municipal wastewater treatment facility. In addition, because of his extensive industry knowledge and contacts, Dan is regularly engaged by foreign firms pursuing domestic acquisition opportunities and strategic alliances with US entities.
Dan is a graduate of the City University of New York, Queens College from where he received his B.A. in economics in 1982 and his law degree in 1986. Dan is a Director of the National Council on Public Private Partnership and a member of the New York State Bar Association and the Design Build Institute of America. |
